আজ আমরা একটি প্রশ্নের উত্তর খোঁজার মধ্যে দিয়ে কিছুটা জ্ঞান অর্জনের চেষ্টা করি।আচ্ছা বলুন তো এখনো পর্যন্ত পৃথিবীর দীর্ঘতম বছর কোনটি?একটু ভেবে দেখুন।জানি আপনাদের মধ্যে অনেকেই বলবেন যে লিপ ইয়ার যে বছর সেটাই দীর্ঘতম হবে।কিন্তু লিপ ইয়ার তো প্রতি ৪ বছর অন্তর হয়ে থাকে ,ফলে নির্দিষ্ট কোন বছর তা দীর্ঘতম তা নির্ধারণ করা মোটেই নয়।
তবে বিস্তর হিসেবনিকেশ করে গেছে যে এখনো পর্যন্ত ১৯৭২ সালেই সবচেয়ে দীর্ঘতম বছর।এটি একদিকে যেমন একটি লিপ ইয়ার তেমনই বছরের গড় সময়ের তুলনায় ২ সেকেন্ড বেশী ছিল এই বছর।যাকে আমরা লিপ সেকেন্ডও বলতে পারি ।আসুন এবার দেখি কেন ১৯৭২ সালকেই দীর্ঘতম ধরা হলো।
নিজের অক্ষের চারিদিকে একবার ঘুরতে পৃথিবী মোটামুটি ২৪ ঘন্টা থাকে এবং সূর্যের চারিদিকে একবার ঘুরতে ৩৬৫ দিন সময় নিয়ে থাকে।পৃথিবীর এই ঘোরার উপরেই নির্ভর করে দিনরাত,জোয়ার-ভাঁটা,ঋতু পরিবর্তন প্রমুখ প্রাকৃতিক ঘটনা এবং আমরা সকলেই এ বিষয়ে ছোটবেলা থেকেই জেনে এসেছি।কিন্তু পৃথিবীর এই ঘোরার গতি সবসময় এক থাকে না,বিভিন্ন প্রাকৃতিক কারণে তার তারতম্য ঘটে থাকে।
জোয়ার-ভাঁটা,অগ্ন্যুৎপাত জাতীয় প্রাকৃতিক কারণ এর জন্যে দায়ী থাকে।দেখা গেছে এই গতির তারতম্যের জন্যে অনেক সময়েই ২ সেকেন্ডের পার্থক্য হয়ে যায়।এইসময়ের তারতম্য হয়তো আপনার স্বাস্থ্যের জন্য ক্ষতি আনে না,কিন্তু দৈনিন্দন জীবন যাত্রায় অনেক সমস্যা তৈরী করে।তাই পৃথিবীর গতির সঙ্গে আমাদের ব্যবহার করা ঘড়ির সামঞ্জস্য করা খুব দরকার।
অনেককেই আমরা জানিনা যে আমাদের এই ঘড়ি নির্ধারণের জন্যে ২ রকম ঘড়ি ব্যবহার করা হয়।একটি হলো অ্যাটমিক ঘড়ি এবং অন্যটি হলো কোঅর্ডিনেটেড ইউনিভার্সাল টাইম বা ইউটিসি যাকে গ্রিনিচ গড় সময়ের উত্তরসুরী বলা হয়ে থাকে।এবার এই বাড়তি ২ সেকেন্ডকে পৃথিবীর আহ্নিক গতির সঙ্গে সামঞ্জস্য রাখতে বিজ্ঞানীরা জেনেবুঝেই নির্দিষ্ট সময় অন্তর বছরের কোনো একটি দিনের ১ মিনিটের ৬০ সেকেন্ডের সঙ্গে আরো একটি অতিরিক্ত ১ সেকেন্ড যোগ করে থাকেন।ফলে নির্দিষ্ট মিনিটে ৬০ সেকেন্ডের বদলে ৬১ সেকেন্ড হয়ে থাকে।বছরের এই বাড়তি ১ সেকেন্ডকে লিপ সেকেন্ড বলা হয়।কোন বছরে এই লিপ সেকেন্ড ঘড়িতে যোগ করা হবে তা নির্ধারণ করে আন্তর্জাতিক আর্থ রোটেশন এন্ড রেফারেন্স সিস্টেমস সার্ভিস।
১৯৭২ সল্ থেকে লিপ সেকেন্ড যোগ করা শুরু হয়।৩০ জুন ও ৩১ ডিসেম্বর এই দুই দিনেই মূলতঃ লিপ সেকেন্ড যোগ করা হয়।সহজ করে বলতে গেলে ঐ সময়ে ১ সেকেন্ডের জন্যে ঘড়িকে থামিয়ে দেওয়া হয়।যে বছরে এই লিপ সেকেন্ড যোগ হয় তার অনেক আগেই এ বিষয়ে ঘোষণা করা হয়ে থাকে।১৯৭২ সালই একমাত্র বছর যেখানে দুই বার লিপ সেকেন্ড যোগ করা হয়েছে ,ফলে অন্য বছরের তুলনায় ২ সেকেন্ড বেশী ছিল সেই বছরে।
১৯৭২ সাল থেকে এখনো পর্যন্ত মোট ২৭ বার লিপ সেকেন্ড যোগ করা হয়েছে।২০১৬ থেকে এখনো পর্যন্ত কোনো বছরেই লিপ সেকেন্ড যোগ করা হয়নি।অনেকেই এই লিপ সেকেন্ডের বাতিলের পক্ষে রায় দিয়েছেন।তাদের বক্তব্য অতিরিক্ত এই সময়ের জন্যে কম্পিউটার সফটওয়্যার সমস্যায় পড়তে হয়।২০১৫ সালে ৩০ জুন এমনই হয়েছিল ।সে বছরে এই লিপ সেকেন্ড যোগ করায় শেয়ারবাজারে বড়ো রকম পতন ঘটেছিলো।ঐ বছরে টুইটার,ইনস্টাগ্রাম ,আমাজন প্রমুখ সংস্থাও অনেক সমস্যার মধ্যে পড়ে।তবে এখনো পর্যন্ত এব্যাপারে কোনো বিকল্প তৈরী হয়নি।
