Today, let us try to find out about a strange country. The country is strange because what we usually mean by a country does not match the dictionary of this country. The country covers an area of only 75 sq km and has a family of only 26 members. Interestingly, this family has been ruling the country for generations which can be termed as self-proclaimed statehood. Let us talk in details.

The name of the country is 'Principality of Hot River' which belongs to the continent of Australia. Although it is the smallest country in the world in terms of size, it has not been recognized by any other country in the world, not even other countries of Australia. What is the history behind the formation of a country with a family? Then we have to go back 51 years from today.

In fact, Leonard Castle is the sole proprietor of the country. The entire farmland is used to produce 4,000 hectares of wheat per year. But the government's new wheat trade rules stipulate that he will be able to sell only 99 hectares of the 4,000 hectares of land on which he used to grow and sell crops. He could not accept this decision of the administration which started the conflict and as a result a new country 'Principality of Hutt River' was born.

New coins, passports, official seals were made. But as easy as we discussed in reality, he had to go through a lot of complicated legal process. Although no one paid attention, Queen Elizabeth II of the United Kingdom greeted him, which was a great achievement because she was also the Queen of Australia with Britain in 1970.

Until 2017, Leonard Castle was the king of the country. Then his son was crowned. In the same year, about 27 million Australian dollars was taxed in his name. Gradually, he was stuck in more legal complications. However, in spite of all this, he was benefiting financially. No matter which country recognizes him, many tourists start coming to get acquainted with such a country of history.

But the situation has been changing rapidly since 2019. He died in that year.The number of tourists also decreased. There was nothing special to see in the country, the attraction was Leonard Castle himself. Covid outbreaks appear to be exacerbated during this time. Now it remains to be seen whether the country will be able to sustain its existence in the end.

আসুন আজ আমরা এক বিচিত্র দেশের কথা জানবার চেষ্টা করি।দেশটি বিচিত্র এই কারণে যে দেশ বলতে আমরা সাধারণত যা বুঝে থাকি তা এই দেশটির অভিধানের সঙ্গে মেলে না।দেশটির আয়তনে মাত্র ৭৫ বর্গ কিমি এবং দেশটির মধ্যে একটি পরিবার বাস করে যার সদস্য সংখ্যা মাত্র ২৬ জন।মজার কথা হলো যে এই পরিবারই বংশানুক্রমে দেশটির শাসনকার্য চালিয়ে আসছে যা স্বঘোষিত রাজ্যশাসন বলা যেতে পারে।আসুন একটু বিস্তারিত ভাবে আলোচনা করা যাক।

দেশটির নাম 'প্রিন্সিপালিটি অফ হাট রিভার' যা অস্ট্রেলিয়া মহাদেশে অন্তর্গত।আয়তনের পরিমাপে বিশ্বের সবচেয়ে ছোট্ট দেশ যদিও তার স্বীকৃতি বিশ্বের অন্য কোনো দেশ তো বটেই,এমনকি অস্ট্রেলিয়া মহাদেশের অন্যান্য দেশ দেয়নি।যদিও দেশটির নিজস্ব মুদ্রা,পাসপোর্ট ও ভিসা ব্যবস্থা রয়েছে।কিন্তু প্রশ্ন থাকে একটি পরিবার নিয়ে একটি দেশ গঠনের পিছনে ইতিহাস কী?তাহলে আজ থেকে আমাদের ৫১ বছর পিছিয়ে যেতে হবে।

আসলে যে অঞ্চলটি নিয়ে দেশটি তৈরী তার সম্পূর্ণ মালিকানা লিওনার্দ ক্যাসলে নামক এক ব্যক্তি।পুরোটাই চাষযোগ্য জমি।যা থেকে প্রতি বছরে ৪ হাজার হেক্টর গম উৎপাদন হতো।কিন্তু সরকারের নতুন গম কেনাবেচার নিয়মে যে ৪ হাজার হেক্টর জমিতে তিনি এতদিন ফসল ফলিয়ে বিক্রি করতেন তার মাত্র ৯৯ হেক্টর জমির ফসল তিনি বিক্রি করতে পারবেন  নির্ধারিত হয়। প্রশাসনের এই সিদ্ধান্ত তিনি মেনে নিতে পারেননি যা থেকে শুরু হয় বিরোধ এবং ফলস্বরূপ নতুন দেশ 'প্রিন্সিপালিটি অফ হাট রিভার' জন্ম।

শুরু হয় নতুন মুদ্রা ,পাসপোর্ট ,সরকারী সিলমোহর তৈরী।কিন্তু যত সহজে আমরা আলোচনা করলাম বাস্তবে কিন্তু অনেক জটিল আইনি প্রক্রিয়ার মধ্যে দিয়ে যেতে হয়েছে তাকে।তার উপর ছিল বকেয়া সরকারী কর যার বিরুদ্ধে সুপ্রিম কোর্টে গিয়েও বিশেষ লাভ হয়নি।তবে তার এই দেশ গঠন প্রক্রিয়ায় কেউ আমল না দিলেও ব্রিটেনের রানী দ্বিতীয় এলিজাবেথ তাকে শুভেচ্ছা জানিয়েছিল যা তার এক পরম প্রাপ্তি কারণ ১৯৭০ সালে ব্রিটেনের সঙ্গে তিনি অস্ট্রেলিয়ারও রানী ছিলেন। 

২০১৭ সাল পর্যন্ত লিওনার্দ ক্যাসলে দেশটির রাজা ছিলেন।তারপর তার ছেলে প্রেমি রাজমুকুট পড়েন।ওই বছরেই তার নামে প্রায় ২৭ লক্ষ অস্ট্রেলিয়ান ডলার কর ধার্য্য করা হয়।ক্রমেই তিনি আরো আইনি জটিলতার মধ্যে ফেঁসে যাচ্ছিলেন।তবে এতো কিছুর মধ্যেও তিনি বেশ আর্থিক ভাবে লাভবান হচ্ছিলেন।যতই কোনো দেশ তাকে স্বীকৃতি না দিক ইতিহাসের এমন দেশের পরিচয়ের জন্যে অনেক পর্যটক আসতে শুরু করে।

কিন্তু পরিস্থিতি দ্রুত পাল্টাতে থাকে ২০১৯ সাল থেকে।তিনি ওই বছরে।পর্যটকদের  আনাগোনাও কমে যায়।এমনিতে দেশটির মধ্যে দেখবার বিশেষ কিছু ছিল না,যা আকর্ষণ ছিল তা তিনি লিওনার্দ ক্যাসলে নিজে।এরমধ্যে অতিমারী প্রকোপ দেশটির অর্থনীতি আরো খারাপ করে তোলে।এখন দেখার বিষয় শেষ পর্যন্ত কি দেশটা নিজের অস্তিত্ব ধরে রাখতে সক্ষম হবে?
